The part of the Ridgeway that starts near Avebury is definitely open, cause I walked down it on Sunday, very lovely it was too.
As far as I know the rest of it is open too, I think the only restrictions are where paths go through land on which cattle are actually grazing. Hope that was helpful, though I suspect it wasn't .
